Hungarian Charity Service of the Order of Malta takes generators and fuel tanks to Ukraine

The Hungarian Charity Service of the Order of Malta is delivering portable and mobile power generators, thousands of litre tanks, and mobile charging devices for refuelling equipment and vehicles at home to Subcarpathia. For weeks, the power supply in the region has been operating for only a few hours a day. The generators, coordinated by the Malta organisation in Berehovo, are making the operation of charitable, social care and educational institutions more secure.

Power is often restored only at night in Berehove, and sometimes it is back on in the early hours of the morning, when people can use their household appliances and charge their battery-powered devices. According to János Makuk, head of the Berehove District Maltese Charity Service, several city organisations, schools, kindergartens and social institutions have asked for electricity or generators for their daily operations. The Charity also needed to organise daytime power supply to maintain its own activities, to continue to provide services to lonely elderly people, families with disabled children and the most vulnerable, and to continue distributing food donations, which are playing an increasingly important role in the care of the population. This latter activity is maintained with the help of volunteers from Hungary who come in weekly shifts.

On 21 December, the Hungarian Charity Service of the Order of Malta delivered generators, a one cubic metre tank for the fuel supply of the aggregators and a mobile fuel filling unit to Berehovo. The latter device can be carried home in the trailer of a van as a “mobile petrol station” to refuel generators, but can also be used to refuel vehicles.

Since the outbreak of the war, the Hungarian Charity Service of the Order of Malta has sent thousands of pallets of aid to Ukraine, most of which has been used by the Maltese organisation in Berehovo and delivered to other settlements in Subcarpathia.

Winterization Plan for the Ukrainian refugee response

In anticipation of the cold weather and the arrival of the winter crisis period, the winterization of the humanitarian program for Ukrainian refugees has begun. In the process, great attention is being paid to effectively meeting the needs of vulnerable refugee families, including the elderly, children and people with disabilities.

As the original refugee reception centers were built during the winter, the necessary infrastructure is mostly already in place and just needs to be put into operation. The winterization tasks are being carried out within the framework of the so-called Winterization Program of the Hungarian Charity Service of the Order of Malta.

Priority tasks identified for winterization are as follows:

• the air conditioners used in the summer will be replaced with winter heating units, so that Ukrainian refugees arriving at the relief point can wait in 4 heated containers and, if necessary, 2 heated medical containers;
• Relief workers will provide donations of warm clothes and blankets to the arrivals, which will be prepared in a separate tent in a clear and easy-to-read way, so that everyone can easily find the clothes they need;
• personal hygiene kits will be provided on request for those arriving at the relief point;
• hot meals will continue to be provided free of charge at the aid point, but the number of portions will be increased, as well as the calorie content of the meals and the general composition of the food packages will be adapted to the winter weather conditions;
• hot tea, coffee and soup will continue to be available free of charge for those who come;
• in addition to clothing, sleeping bags will also be provided to refugees where necessary;
• patio heaters will be placed outdoors, and a training video has been produced to instruct colleagues on how to operate them safely.

Integration and support activities for livelihood establishment at the national level

The Hungarian Charity Service of the Order of Malta continues to assist Ukrainian refugees on a national level, including hotspots in Beregsurány, Budapest, Debrecen, Miskolc and Győr, where it receives and assists families according to their needs – providing temporary accommodation, organizing transportation, etc. In addition to the relief hotspots, the Hungarian Malta has an extensive logistics network with warehouses and donation collection points across the country.

Refugees currently residing in Hungary are in a situation of habitual residence, their priorities are to receive assistance with settlement and permanent residence. This is a completely different task in character from the previous ones, the level of action and development assistance following the humanitarian aid. To this end, the Hungarian Charity Service of the Order of Malta has extended its integration program, which began in 2015 and was extended in 2018, to include refugees from other third world countries, in particular Ukrainian refugees.

Under this program, we provide Ukrainian refugees with:

• reception and any related essential tasks
• assistance with legalisation, citizenship administration and livelihood establishment in Hungary after arrival
• social work for integration, and psychosocial support
• other elements of livelihood establishment, such as health care, language training, cultural integration and labor market integration
• follow-up, care and accompaniment by family-focused social workers
• health status assessment (chronic diseases, medication needs, etc.)
• for children, acceptance of school certificate, continuation of education
• assessment of work experience (previous jobs, qualifications, experiences, interests, other foreign language skills, etc.) and labor market integration
• Hungarian language training
• inculturation support
• group and individual mental health sessions, provisions of psychological support
• material and financial support at individual and family level
• individual housing (separate homes for each family) with full coverage of expenses for utilities, telephone and Internet

Within the framework of this program, the Hungarian Charity Service of the Order of Malta is currently providing long-term integration support to nearly 500 Ukrainian families nationwide.

Since the onset of the war in Ukraine, the Hungarian Charity Service of the Order of Malta assisted a total of 52 388 refugees, distributed 253 million HUF worth of donations, and delivered 183 tons of aid to Ukraine.

Since the beginning of the conflict, the Charity Service transported or organised the transport of 21 331 persons to their desired destinations. The organization provided 9049 refugees with shelter within its own institutions or in accommodations offered by partner organisations and donors. Altogether 505 refugees received medical care from the Hungarian Charity Service.

The donation collection points, opened to receive non-perishable foods and hygiene products are operating in 68 locations nationwide. The donations distributed so far to support refugees have amounted to 253 million HUF. However, besides distributing donations to Ukrainians within Hungary, assisting the people in Ukraine is also an important part of the Charity Service’s work. To this end, 183 tons and 192 million HUF worth of donations were delivered to Ukraine.

New logistics capabilities for Ukrainian refugees

• HCSOM is the largest aid organization in Hungary and in the region

The Hungarian Charity Service of the Order of Malta is supporting the integration of three thousand refugees

The Hungarian Charity Service of the Order of Malta will sign a one-year subsidy contract with 150 Ukrainian families residing in Hungary and the organization will also support an additional 2500 refugees during a 3-month period in order to aid the integration of those planning to stay in Hungary long term. With the help of the EU funded integration program, Ukrainian families can live in an apartment rented for them for one year. The beneficiaries are enrolled in accelerated Hungarian language courses while their personal mentors help them with enrolling the children in the public school system, obtaining the required documents, and they also assist the working-age family members with job seeking. The aim of the program is to help the families become self-sufficient and able to take care of themselves without further assistance after one year. The beneficiaries receive monetary support as well. As a recent innovation in the social sector, the Charity Service transfers a fix amount to a “humanitarian card” and the balance can be used only to pay for pre-determined expenses.

Thousands of Ukrainian refugees may gain access to work with help of the Hungarian Charity Service of the Order of Malta and the Boston Consulting Group joint model

Since the beginning of the war, over one million Ukrainian refugees have crossed the Hungarian border, and about twenty thousand of them plan their future in Hungary in the longer term, however, in order to establish an independent existence, they need a stable job. For this reason, the Hungarian Charity Service of the Order of Malta actively supports the refugee families in their job search as well, along with providing them with various other forms of social assistance.

The Charity Service in cooperation with the Boston Consulting Group, one of the world’s most notable strategic consulting firm, has launched a program with the purpose of helping the people restarting their lives in a foreign country and employers open to employing them find each other and to facilitate the employment conditions and a successful long-term integration among the new circumstances. Those that were among the first to become successfully employed through the program will receive their first Hungarian salaries from their new workplace.

Another aid consignment to Ivano-Frankivsk

On Thursday, 14 July, the Hungarian Charity Service of the Order of Malta started its new aid consignment to Ivano-Frankivsk in western Ukraine, and on Friday it arrived safely. The Hungarian Malta’s emergency response team delivered 26 fully equipped first aid bags, medical equipment and hygiene kits, as well as food parcels to the local Maltese organisation. The Charity in Ivano-Frankivsk is distributing the donations to Maltese colleagues working in Vinnitsa, the Mikolajiv region and Lviv, who provide aid to people directly affected by the war.

Jesuit Refugee Service sends two truckloads of aid to Mukachevo with the Hungarian Charity Service of the Order of Malta

Two trucks with a total of 66 pallets of food and other donations have left for Mukachevo, Transcarpathia, from the logistics centre of the Hungarian Charity Service of the Order of Malta on Határ road. The 40 tonnes of aid were sent by the Jesuit Refugee Service to the Caritas of Mukachevo with the support of the Hungary Helps Programme. The consignment was delivered by Waberer’s, the logistics partner of the Hunagrian Malta.

In the diocese of Mukachevo, the charity’s warehouses were completely empty, so the Hungarian Jesuit Refugee Service specifically put together a donation that the Caritas needed. The donation includes basic and non-perishable foodstuffs, toiletries and baby care products. This is the largest aid consignment ever sent by the Hungarian Jesuit Refugee Service to Ukraine since the outbreak of the war.

Humanitarian activities nationwide

The Hungarian Charity Service of the Order of Malta continues to assist Ukrainian refugees on a national level, including at hotspots in Beregsurány, Budapest, Debrecen, Miskolc and Győr, where it receives and assists families according to their needs – providing temporary accommodation, organising transportation, etc. In addition to the relief hotspots, the Hungarian Malta has an extensive logistics network with warehouses and donation collection points across the country. The humanitarian activity of the Hungarian Charity Service of the Order of Malta since the outbreak of the Ukrainian war

Since the onset of the war in Ukraine, the Hungarian Charity Service of the Order of Malta assisted a total of 52 388 refugees, distributed 253 million HUF worth of donations and delivered 183 tons of aid to Ukraine.

Since the beginning of the conflict, the Charity Service transported or organised the transport of 21 331 persons to their desired destinations. The organization provided 9049 refugees with shelter within its own institutions or in accommodations offered by partner organisations and donors. Altogether 505 refugees received medical care from the Hungarian Charity Service.

The donation collection points, opened to receive non-perishable foods and hygiene products are operating in 68 locations nationwide. The donations distributed so far to support refugees have amounted to 253 million HUF. However, besides distributing donations to Ukrainians within Hungary, assisting the people in Ukraine is also an important part of the Charity Service’s work.
